It is known that from the beginning of the seventeenth century, the cracks in the ottoman state system began to become more clearly visible. The adversities, especially in the political and military spheres, have greatly worried ottoman statesmen and thinkers and pushed them to seek solutions. Solakzade mehmed hemdemî, an ottoman author, statesman, and artist known primarily for his historical works, penned a political treatise where he assessed the state of the empire and offered solutions. Solakzâde, who did not attribute any name to his work, was influenced by the unexpectedly unsuccessful course of the ottoman-venetian war, which began with the 1645 crete expedition, while writing this text. It critiques the cuts and policies it perceives as the root cause of the current political crisis. It specifically states that the poor course of the battle of crete was a result of mistakes in the management. However, a large part of the work is devoted to issues that can be called the universal principles of good governance, beyond the current political one. Solakzâde, who followed an approach similar to ibn halduncu like kâtip çelebi, is seen to attach great importance to the origin, significance, value and relationship of the state with the social structure. Solakzade's emphasis on "restoring trust" and his harsh criticism have garnered significant attention, particularly his severe critique of government officials and scholars, both morally and academically. This work, prepared for publication by mehmet şakir yılmaz and brought to literature by timaş academy under the title "the politics of a dissident historian," holds an important place in the history of ottoman political thought.
