If the last rule is that there are 4 balls of any color inside that form a square, the next player in turn can move this ball to the top layer of the other 4 balls if they have another ball inside.

it is forbidden to ride upstairs outside. Thus, the player rising from the inside will have an advantage of 1 ball because they do not receive balls from the outside.
