This work discusses the activities of Sultan II. Abdülhamid Han related to state governance, who ascended the throne during the most critical period of Ottoman history. The Ottoman Empire, which established its dominion over three continents, managed communities of various ethnicities, religions, languages, and sects in accordance with the principles of justice and fairness for centuries. In an era where technological possibilities were extremely limited, managing such diverse communities without using coercion or pressure cannot simply be attributed to a basic understanding of governance. Through such humane practices, the state that reigned for centuries began to weaken due to the changing world conditions starting in the 18th century. It can even be said that it faced the danger of extinction. Near the end of the 19th century, the immense state that was on the verge of being erased from history saw Sultan II. Abdülhamid Han strive for 33 years to restore its former majesty and power. The work details the economic and political troubles the state was experiencing prior to his reign, alongside the independence efforts of ethnic groups and the support provided by Europe, and how Abdülhamid found solutions to these problems. Sultan II. Abdülhamid, who has been one of the most discussed figures in the world from the late 19th century to the present, is the focus of this research. An effort has been made to present an objective study by emphasizing the period's own sources.
